IP Provider Change Reduction Cloud

Why does the Cloud version change the IP and provider so often?
If you get blocked for other reasons, you then have to justify why your provider changes so frequently.
Also, the location changes very often as well.
Is it possible to configure a different behavior here?

It is also not possible to create a ticket when playing with the Cloud version, since the ticket system detects where the ticket was created from (IP / provider).
