Evacuate before action spy

Hi noticed that the fleet does not recognize an attack sent in spy action with fleet .Me and my friend are tested it and defender
sees the atack , but doesnt do nothing .

It was probably attack with normal fleet, but as spy instead of attack mission. It could be dangerous same as normal attack.

If its a spy attack why not just place few rocket launchers and they will lose the attack

This is probably because you set the defender in "dangerous" mode, and the fleet is not dangerous (> 1/3 of your fire power)
