Brain: keep the food building N levels above the population building

LF research is disabled when population drops below the required level, so the food building must stay ahead of the population building. Brain has ceilings for both but no relation between them, so it raises population past what food supports.

Observed on a 13-planet account after a ceiling update: 7 of 13 planets ended up food-negative, because the population building rose 3-5 levels while food lagged. Log counts over 3 days on one race: 277 population building entries, 0 food building entries.

The manual workaround is a weekly cycle: freeze the population ceiling, let food catch up, raise both by 5, repeat. On 13 planets that is real clicking.

Suggested change: one config value, e.g. FoodBufferOverPopulation = N. Brain keeps the food building N levels above the population building and never raises population past food + N.

Works for all four lifeforms, since each has exactly one population and one food building.

Optional: a warning when a celestial goes food-negative.
