Allow farmer to reuse galaxy data, if not older than N hours

With the scanner running, I always have an updated view of the universe that is never more than... 48 hours old..
When the farmer starts, it should be able to reuse this data. It is _very_ unlikely that somebody made a planet within the last N hours that I would want to farm.. Players inactivity states could come from the OGame API - updating all players in one go.
